PayPal交易费用调整（香港、台湾、新加坡）
前几天查询PayPal费率，登陆PayPal账户后，在系统更新-规则更新下有这么一条：

Amendment to the PayPal User Agreement

In the Fees Policy:
The fees for cross-border personal transactions and cross-border commercial payments, shall be increased by 0.5% each, in respect of users in Hong Kong, Taiwan and Singapore only.
大意是这样的：
PayPal用户协议修订
费率政策调整
2010年5月24日起，来自香港、台湾以及新加坡的PayPal用户，个人及商务越境交易费率提高5%。
